There is a real difference between a basic vapor barrier and full encapsulation, and in Cincinnati's climate the difference usually matters. A basic vapor barrier is a sheet of plastic laid loosely over the crawl space dirt floor; it slows moisture evaporating up from the ground, which is better than nothing, but it leaves the foundation walls exposed, the seams unsealed, and the crawl space vents open to outside air. The flaw is humid outdoor air: for much of a Cincinnati summer the outside air is humid, and when that air enters an open, vented crawl space and contacts the cooler surfaces, moisture condenses, feeding mold and wood rot in the floor framing above. A loose floor-only barrier does little about this air-borne moisture. Full encapsulation seals the entire space: a heavy, durable vapor barrier covers the floor and runs up the foundation walls with sealed seams, the vents are sealed closed, the rim and access are sealed, and a dedicated dehumidifier holds the relative humidity down. The result is a crawl space that is dry, stable, and no longer a moisture source for the house above; it also improves comfort and can reduce the humidity load on the home's air conditioning. For Cincinnati homes near the Ohio River corridor and in low-lying areas where ground and air moisture are both high, encapsulation is generally the right call rather than a half-measure. The exception where a simpler approach can suffice is a crawl space that is genuinely dry, well-drained, and not contributing humidity to the home, but that is the minority in this climate.
